Dollar thresholds
Small purchases (often <$10K–$50K, set by each jurisdiction) need only informal quotes; above the threshold, a formal IFB/RFP and public posting are required.
Cooperative purchasing
A single competitively-awarded contract (held by a 'lead' agency or co-op) that thousands of other agencies can buy off of — no separate bid. The fastest path to volume.
Piggybacking
Riding an existing contract another agency already awarded, where that contract allows it. Cuts the sales cycle from months to weeks.
Local preferences
Many states/locals give bid preferences to in-state, small, or diverse-owned businesses — worth certifying for.
